The capitalist system (of which the Republicans are a facet), uses many tactics to subdue minorities. Firstly, there is low social mobility, whic stops people from leaving their initial position in society and moving up and down. For minorities in particular, the state has divisive tactics that drive apart communities, and a circle of crime and punishment keeps minorities from organising. Most importantly, using tradition and mass media, racism is used to divide the working class so that white oppresses black on behalf of the ruling class. This keeps a pool of cheap labour within the nation, fit for exploitation.
