On the day the I had in mind, it was a general strike and many businesses were empty.
Of course, as I stated, it really depends on the situation. The tactic can be entirely meaningless and even harmful, like in the situation you just gave.
By anger was more directed at the people who are so against violent tactics, that they are willing to hand people over to the police.
I am not as qualified to comment here because I have never been in the Black Bloc. Maybe someone else could have a response.
